SEC. 8-28. LEGAL OPINIONS.

If a legal opinion has been rendered by the city attorney regarding a board’s powers, duties, or responsibilities, that board shall conform its actions in accordance with the opinion of the city attorney unless such opinion is in conflict with a decision by a court of competent jurisdiction.
