(A) Establishment of Youth Council. There shall be created a board to be known as the "Daleville Youth Council" which shall consist of five members plus two alternates. The members shall be residents of the Town of Daleville who are actively enrolled in a public or private high school in grades nine through 12. The members shall be appointed by the Daleville Town Council and each member shall serve a term of two years, unless grade 12 is completed during the term, at which time the position shall be declared vacant. Of the five initial members appointed to the first Board, three shall serve for a term of two years and two shall serve for a term of one year. The two alternates shall be appointed by the Daleville Town Council for a one-year term annually. Unlike other boards, the term of the members of the members of the Daleville Town Council will expire and be appointed in August of each year. A member of the Daleville Town Council may attend the Board meetings.
(B) Election of officers. The Daleville Youth Council shall elect a President to conduct meetings and a Vice-President to conduct meetings in the absence of the President. A Secretary shall be elected to take notes as to discussions held at the meetings. Elections shall be held at the first regular meeting after annual appointments to the Council are made by the Daleville Town Council.
(C) Vacancies. Irregular vacancies on the Daleville Youth Council shall be filled as they occur and regular vacancies shall be filled by appointment in August of each year.
(D) Meetings. The Daleville Youth Council shall hold at least one regular meeting bi-monthly with the option to meet more often as needed or desired.
(E) Absences from meetings. Absences from three consecutive regular meetings of the Daleville Youth Council shall cause a member to be removed from their position on the Council, unless such absence is excused by a majority vote of the Council.
(F) Duties and responsibilities of the Youth Council. The Daleville Youth Council shall have the duty and responsibility to:
(1) Attend a minimum of four Youth Council meetings;
(2) Evaluate and review problems facing youth in the Town of Daleville;
(3) Attend at least one Daleville Town Council meeting and participate in vision and goal sessions;
(4) Present recommended improvements to the Town Council of public projects and programs;
(5) Assist in planning and participate in youth/recreation activities;
(6) Evaluate and advise the Daleville Town Council on issues forwarded to the Youth Council for advice; and
(7) Fully participate in all Daleville Youth Council events and encourage community leaders to partake in Youth Council sponsored events.
