No person shall engage in or do work as a plumbing contractor, plumber or plumber’s apprentice unless registered to do so by the State Plumbing Commission; provided that any person may do plumbing work which complies with the minimum standards prescribed by the Commission and these ordinances on property owned and occupied by him or her, or on premises where he or she may be employed in full-time maintenance work.
