§ 51.02 CONNECTING PIPES BETWEEN ADJOINING PREMISES.
   No person shall be permitted to construct water pipes across lots or buildings adjoining premises, but all service pipes shall enter at the front of the building nearest the front lot line. In unusual cases, the district may permit deviations from this rule. The reason or reasons for any deviation shall be in writing and filed with the district.
