The chief and the assistant chief shall have the power to enter and examine any building within the city limits for the purpose of inspecting the same; provided, that such inspection is made within reasonable hours; and, with the consent of the city council, may condemn any such building and order the same to be rebuilt, repaired or removed so as to be entirely consistent with public safety.
