All equipment furnished by the city shall be under the personal control of the chief of the department, subject to the orders of the council. The chief shall file with the city clerk-treasurer receipts for all property committed to his custody and shall be held responsible for the ordinary care of said property until the same shall be surrendered or until he shall file a receipt from his successor in office.
