The finance officer shall upon the filing of an application for a license, present such application to the proper licensing authority for approval. Except as otherwise provided, all applications for licenses must be approved by the city council. The decision of the licensing authority approving or disapproving an application for license shall be endorsed thereon and the amount of the license fee shall be determined by such licensing authority.
