After the provisions of this title relating to permitted conditional uses have been fulfilled, the city council may permit as permitted conditional uses in the highway commercial district (HC):
A. Any use permitted in central business districts (CB);
B. Auditoriums, amphitheaters, stadiums, drive-in movies, arenas and field houses, race tracks, fairgrounds, amusement parks, go-cart tracks, riding stables, playfields and athletic fields;
C. Campgrounds in accordance with Section 1209 of the Custer City comprehensive plan;
D. Mobilehome courts in accordance with Section 1208 of the Custer City comprehensive plan;
E. Off-site signs;
F. Residential dwellings;
G. Slaughtering; provided, that any killing, skinning, eviscerating or plucking be done indoors;
H. Townhouses in accordance with Sections 17.12.040 and 17.12.060;
