It shall be a purpose of the city planning commission to recommend the boundaries of the various original zoning districts and appropriate regulations to be enforced therein. The planning commission shall make preliminary reports to the city council before holding public hearings and making its final report. The city council shall not take action until it has received the final report of the planning commission. (Ord. 432 (part), 1995)
