A. A layout plan shall be submitted to planning administrator to determine whether the proposal meets the criteria of a rural subdivision. The layout plan shall include a vicinity map of the request and a subdivision layout at a scale that will adequately represent the property and can be readable. The planning administrator shall determine from the layout plan whether the rural subdivision requirements shall apply.
B. If the layout plan meets the criteria of a rural subdivision, a subdivision plat shall be submitted in accordance with Section 16.08.010 of this code.
C. Whenever a lot or lots are platted as a rural subdivision and are subsequently replatted and do not meet the criteria for a rural subdivision, all procedures and public improvements, as required by this title, shall be met including the construction of required public facilities.
