To provide areas of low density residential development where urban services (i.e. central water and sewer) are not available and the extension of these services are unlikely. Adequate provision for the supply of water and disposal of sewage shall be documented prior to approval of rural subdivision. Where rural subdivisions are allowed, minimum improvements required are the same as those required by the city’s minimum subdivision standards, except for those exceptions/requirements established in this chapter.
