There shall be charged by the city, effective for the January 2022 billing upon passage and publication of the ordinance codified in this chapter as provided by law, a charge for wastewater services (operation and maintenance) to persons, associations of individuals, partnerships, corporations or firms based upon the usage of water. The rates shall be as follows:
A. 1. Operation and Maintenance — Residential (Single-Family).

On amounts of water used over two thousand (2,000) gallons, add two dollars and seventy- two cents ($2.72) per thousand gallons used to the wastewater charge.
B. 1. Operation and Maintenance — Commercial and Multi Family.

On amounts of water used over two thousand (2,000) gallons, add seven dollars and eighty- six cents ($7.86) per thousand gallons used to the wastewater charge.
C. In addition to the charge for wastewater services (operation and maintenance) to persons, associations of individuals, partnerships, corporations or firms, there shall be a surcharge for the services of the facilities financed.
1. Bond Redemption—2012 SRF. The following surcharge is imposed pursuant to SDCL 9-40-15 to pay, redeem and discharge the 2012 SRF Loan in the amount of nine hundred twenty-five thousand nine hundred and nineteen dollars ($925,919.00) until such loan is paid full. This charge shall be charged by the city, commencing with the June 2016 billing upon passage and publication of the ordinance codified in this chapter as provided by law.

2. Bond Redemption—2021 SRF. In addition to other charges, the City hereby establishes a surcharge of $5.40 payable by each customer of its system who receives or benefits from the services of the project financed by the CW05 loan ($1,539,000) with the borrower bond. The collection of the surcharge shall start with the July 2021 billing. The surcharge shall remain in effect until such time as the borrower bond is paid in full, it shall be collected at the same time as other charges of the system, and a surcharge account established to segregate the income from the other system income for book keeping purposes to be pledged to the South Dakota Conservancy District. The surcharge shall be reviewed from year to year and modified in order to provide the required 110 percent debt coverage.
3. Bond Redemption—2022 SRF. In addition to other charges, the City hereby establishes a surcharge of $16.75 payable by each customer of its system who receives or benefits from the services of the project financed by the CW06 loan ($4,832,051) with the borrower bond. The collection of the surcharge shall start with the October 2022 billing. The surcharge shall remain in effect until such time as the borrower bond is paid in full, it shall be collected at the same time as other charges of the system, and a surcharge account established to segregate the income from the other system income for book keeping purposes to be pledged to the South Dakota Conservancy District. The surcharge shall be reviewed from year to year and modified in order to provide the required 110 percent debt coverage.
4. Bond Redemption—2023 SRF. In addition to other charges, the City hereby establishes a surcharge of $10.10 payable by each customer of its system who receives or benefits from the services of the project financed by the CW07 loan ($5,596,000) with the borrower bond. The collection of the surcharge shall start with the September 2023 billing. The surcharge shall remain in effect until such time as the borrower bond is paid in full, it shall be collected at the same time as other charges of the system, and a surcharge account established to segregate the income from the other system income for book keeping purposes to be pledged to the South Dakota Conservancy District. The surcharge shall be reviewed from year to year and modified in order to provide the required 110 percent debt coverage.
