In the event of the freeze up or breakage of a water line between the water main and the curb stop, the city shall be responsible for the maintenance or repair of the line. In the event of freeze up or breakage of a water line between the curb stop and the residence, business or structure, the person having ownership or responsibility for the premises shall be responsible for the maintenance or repair of the line, and the city shall have no responsibility for breakage or repair of such line.
