Waiver of the bond requirement may be allowed with the approval of the Custer City Council, if the applicant has a past history or record of performing adequate repairs. Further, the applicant must sign a certificate of obligation requiring the applicant to reasonably repair a street or alley listed in the applicant's permit, at the city's request, and demonstrate the ability to discharge said obligation before the applicant shall be allowed a bond waiver.
