The public works director may grant permission, in writing, to any person to deposit and keep materials for building in any public street adjacent to the building to be erected or repaired for a period of time not exceeding six weeks, however an extension may be granted by the public works director. Such material shall not obstruct or occupy more than one-third of the width of any sidewalk, street or road and shall not impede the flow of traffic or free flow of water in the gutter.
