No snowmobile shall be driven on the roadway, street or alley when said snowmobile is in an unsafe condition as to endanger any person or property. A law enforcement officer may at any time, upon reasonable cause to believe that a snowmobile is unsafe or not equipped as required by state law, require the driver of such vehicle to stop and submit such vehicle to an inspection and test with reference thereto. No person shall operate any snowmobile which has been found to be unsafe, except to return such snowmobile to his/her place of residence, place of business or to a repair garage.
