No skateboard, rollerblades or sled shall be operated on any street, alley or any public place within the period from a half-hour after sunset until a half-hour before sunrise. No bicycle shall be operated after such hours without using a headlight attached to the front of the bicycle and having a red light or reflector attached to the rear of a bicycle.
