All pedestrians and drivers of vehicles shall comply at all times with any direction by voice, hand, whistle or other signaling device from any member of the law enforcement agency having jurisdiction within the corporate limits in reference to regulation of the traffic upon the city streets and shall also comply with any official traffic control device as that term is defined in SDCL 32-14-1(33), as from time to time is amended.
