Wastes, including but not limited to, discarded items such as paper, rags, garbage, clothing, household items, cans, batteries of any kind, barrels or containers that would accumulate manure, garbage, stagnant water or anything in which flies or mosquitoes breed, and all substances which emit any foul, unhealthy, noxious or offensive odor in the neighborhood, any noncombustible inorganic matter such as ashes, glass, sand, earth, stones, concrete, mortar, metals, any used motor oil, tires, boxes, plastic containers, glass containers, plastic wrap, cardboard, discarded household fixtures and furnishings, and any like items when such items are stored, collected, piled or kept on private or public property.
