46.10 PICNIC AREAS AND USE.
    No person in a park shall:
   1.   Fail to observe that tables and benches are used on a first come, first served basis.
   2.   Use any portion of the picnic areas or park, or any other building or structures therein, for the purpose of holding picnics to the exclusion of other persons, or use such area and facilities for an unreasonable time if the facilities are crowded, unless reserved by special permit.
   3.   Build or maintain, or in any way light a fire except in self-supporting barbeque grills in places designated as picnic areas, provided on the premises by the City for use in picnic cooking. Any fire shall be continuously under the care and control of a competent adult, from the time it is kindled until it is extinguished.
   4.   Camp, unless prior approval is obtained from the City Council.
   5.   Take part in or abet the playing of any games involving throwing or otherwise propelling objects such as arrows, stones, javelins, shot puts, or model airplanes except in areas set apart for such forms of recreations.
