The intent of this Chapter is to levy a tax on cannabis businesses that are legal in the City, as well as any cannabis businesses that become legal subsequent to the adoption of this Chapter or that otherwise operate in the City. Nothing in this Chapter shall be interpreted to authorize or permit any business activity that would not otherwise be legal or permissible under laws applicable to the activity at the time the activity is undertaken.
