A. Nothing in this Subchapter shall prohibit the City from using specialized purchasing or contracting procedures when authorized by state law. If state law authorizes such procedures, they need not also be specifically authorized by this Subchapter. Such specialized procedures may include, without limitation, prequalification of general contractors or subcontractors and alternative project delivery methods including, but not limited to, design/build contracting procedures.
B. Notwithstanding any other provision of this Subchapter, for any contract totally or partially funded by the State or Federal Government, all applicable state and federal laws shall be followed, including, but not limited to, applicable purchasing and contracting standards and procedures.
