No person owning or having charge, care, custody or control of any dog shall cause, permit or allow the same to be loose on private premises, except if such premises are enclosed in such a manner as to adequately confine said dog. Electric invisible fences and/or verbal command control are not sufficient to meet the provisions of this Section.
