Nothing in this Chapter shall be construed to permit the transfer, disposal or otherwise surrendering of any live animal obtained from within the City to any research institution, person or other agency for experimentation, whether medical in nature or otherwise. It shall be unlawful for any person having the care, custody or possession of such animal to willfully permit the violation of this Section.
