A. Notwithstanding any other provision of this Chapter, no person shall keep or permit to be kept on any or in any lot, building, structure or premises more than three dogs over the age of four months or more than three cats over the age of four months, without first having applied for and received a permit as provided herein.
B. For purposes of this section, a service dog as defined in Titles II and III of the Americans with Disabilities Act (ADA) and serving a person who is disabled within the meaning of the ADA or Government Code § 12926 is not counted toward the number of dogs kept or maintained.
