After approval by the Council and after signatures and seals have been affixed, the original Final Map, accompanied by the necessary filing fee, shall be transmitted to the County Engineer's office for a final check for compliance with the State Map Act, for the obtaining of the necessary guarantee of title, and for filing with the County Recorder. No map shall have any force or effect until it has been approved by the Council and no title to any property described in any offer of dedication shall pass until filing of the Final Map. No building permit shall be issued until filing of the Final Map.
