§ 15.03.050 DESIGNATION OF BUILDING OFFICIAL AS ADMINISTRATOR.
   The Building Official is hereby appointed to administer and implement this Chapter by granting or denying building permits in accordance with its provisions. The duties and responsibilities of the Building Official shall include, but not be limited to:
   A.   Review all building permits to determine:
      1.   The permit requirements of this Chapter have been satisfied;
      2.   All other required local, state and federal permits have been obtained;
      3.   The site is reasonably safe from flooding;
      4.   The proposed development does not adversely affect the carrying capacity of areas where base flood elevations have been determined but floodways have not been designated. For purposes of this Section, ADVERSELY AFFECT shall mean the cumulative effect of the proposed development when combined with all other existing and anticipated development will not increase the water surface elevation of the base flood more than one (1) foot at any point;
   B.   Use other base flood data, when base flood elevation data has not been provided in accordance with § 15.03.020. The Building Official shall obtain, review, and reasonably utilize any base flood elevation and floodway data available from a federal, state, or other source, in order to administer this Chapter. Any such information shall be submitted to the City Council for adoption.
   C.   Whenever a watercourse is to be altered or relocated:
      1.   Notify adjacent communities and the California Department of Water Resources prior to such alteration or relocation of a watercourse, and submit evidence of such notification to the Federal Insurance Administration;
      2.   Require the flood carrying capacity of the altered or relocated portion of the watercourse be maintained.
   D.   In the case of changes in base flood elevations due to physical alterations within six (6) months of information becoming available or project completion, whichever comes first, submit, or assure that the permit applicant submits technical or scientific data to FEMA for a Letter of Map Revision (LOMR). All LOMRs for flood control projects are approved prior to the issuance of building permits. Building permits must not be issued based on Conditional Letters of Map Revision (CLOMRs). Approved CLOMRs allow construction of the proposed flood control project and land preparation as specified in the "start of construction" definition.
   E.   Obtain and maintain for public inspection and make available as needed:
      1.   The certification required in Subsection 15.03.055 C.1. (floor elevations);
      2.   The certification required in Subsection 15.03.055 C.2. (elevations in areas of shallow flooding);
      3.   The certification required in Subsection 15.03.055 C.3. (elevation or floodproofing of nonresidential structures);
      4.   The certification required in Subsections 15.03.055 C.4.a. or C.4.b (wet floodproofing standard);
      5.   The certified elevation required in Subsection 15.03.065 B., (subdivision standards); and
      6.   The certification required in Subsection 15.03.080 A., (floodway encroachments).
   F.   Make interpretations where needed, as to the exact location of the boundaries of the areas of special flood hazards for example, where there appears to be a conflict between a mapped boundary and actual field conditions. The person contesting the location of the boundary shall be given a reasonable opportunity to appeal the interpretation as provided in § 15.03.085.
