This Chapter shall be liberally construed to effectuate its purpose. Any proceedings taken pursuant to this Chapter and assessment levy pursuant thereto shall not be invalidated for failure to comply with the provisions of this Chapter, if such failure does not substantially and adversely affect the rights of any person. All determinations made by the City Council pursuant to this Chapter shall be final and conclusive in the absence of fraud or prejudicial abuse and discretion.
