A benefit assessment district shall consist of all territory which, as determined by the City Council, will be benefited by the improvements or services, or both, and is to be assessed to pay the costs thereof. A benefit assessment district may consist of contiguous or noncontiguous areas. The improvements in one (1) area may or may not be of benefit to other areas.
