§ 15.01.010 ALTERNATIVE PROCEDURE.
   This Chapter shall provide a procedure for the formation of a benefit assessment district as an alternative to any benefit assessment districts found in the statutes of the State of California. The enactment of this Chapter shall not preclude the City from utilizing any or all of these statutory procedures should the City deem them more appropriate.
