§ 11.30.940 NO RECOURSE AGAINST GRANTOR.
   Neither the Grantee nor any other person shall have any recourse whatsoever against the Grantor or its officials, boards, commissions, agents, or employees for any loss, costs, expenses, or damage arising out of any provisions or requirement of the franchise or because of the enforcement of the franchise unless such loss, costs, expenses, or damage result from the negligence, misconduct, or malfeasance of the Grantor or any of its officials, boards, commissions, agents, or employees.
