The Grantor reserves the right, at its discretion, from time to time, to determine if the entities described in §§ 11.30.310 and 11.30.315 of this Subchapter are performing their purposes in a manner satisfactory to the Grantor, and if they are not, the Grantor may receive and reallocate all or a portion of the channel capacity, operations appropriation, to another entity. A new entity shall be required to comply in all respects with the legal responsibilities described in §§ 11.30.310 and 11.30.315 of this Subchapter.
