All franchise applications when filed shall be available for public inspection at places designated by the Grantor. No later than ninety (90) days after the final date for filing applications, one (1) or more public hearings shall he held on the applications. A decision shall be made by the Grantor not later than ninety (90) days after the conclusion of all such public hearings based upon evaluation of the application(s), the hearings, and other information that the Grantor may deem relevant. Grantor may grant one or more franchises, or may decline to grant any franchise.
