A. Exemptions to certain vehicles. The provisions of this Chapter regulating the operation, parking and standing of vehicles shall not apply to any vehicle of the Police or Fire Department, any public ambulance or any public utility vehicle or any private ambulance, which public utility vehicle or private ambulance has qualified as an authorized emergency vehicle, when any vehicle mentioned in this Section is operated in the manner specified in the Vehicle Code in response to an emergency call.
B. The provisions of this Chapter regulating the parking or standing or vehicles shall not apply to:
1. Any vehicle of a City department or public utility while necessarily in use for construction or repair work or any vehicle owned by the United States while in use for the collection, transportation or delivery of United States mail.
2. Any vehicle displaying a valid permit issued by the City Manager under the authority of City Council Policy 3003, as that policy may be amended from time to time, provided that said permit is displayed and used consistent with such City Council Policy. ('65 Code, § 21-3.6)
C. Effect of exemption. Subsection A. does not relieve the driver of a vehicle from the duty to drive with due regard for the safety of all persons using the highway, nor protect him from the consequences of an arbitrary exercise of the privileges granted in that Section. ('65 Code, § 21-3.7)
