Any property not exceeding Ten Thousand Dollars ($10,000.00) in value or cash not exceeding Ten Thousand Dollars ($10,000.00) coming into the possession of the Police Department which is determined by the City Manager to be unclaimed and needed for City use shall be converted for City use; provided, however, that nothing shall be construed herein to limit or modify the provisions of the Penal Code pertaining to the disposition of weapons or contraband. Property valued in excess of Ten Thousand Dollars ($10,000.00) or cash exceeding Ten Thousand Dollars ($10,000.00) shall be submitted to the City Council for review before conversion.
