§ 150.116 INSPECTION AND ISSUANCE.
   (A)   No land or structure with respect to which an improvement location permit has been issued may be used for the purpose contemplated by the permit unless the Building Commissioner, after the change is completed, issues a certificate of occupancy stating that the change complies with this code and the permit. The certificate of occupancy further shall not issue if curbs and sidewalks have not been installed to town specifications. In the event that inclement weather will delay installation of curbs and/or sidewalks and the delay will occasion substantial hardship, the Building Commissioner may issue the certificate of occupancy on receipt of a cash bond by the Clerk in the amount of the estimated costs of the improvements. Should the applicant fail to complete the installation after a reasonable period and a 30-day written notice to do so, the town may contract for the installation of the improvements and apply the cash bond to the cost thereof.
   (B)   No utility may authorize anything other than a temporary service connection for construction purposes only until the time as the Building Commissioner issues a certificate of occupancy.
   (C)   Within ten days after notification of completion of the change authorized by the improvement location permit, the Building Commissioner shall inspect the premises and if the changes conform to this code and the improvement location permit, he or she shall issue a certificate of occupancy.
