Such notice shall be served by the Town Manager on the property owner by certified mail and regular mail to the last known address on file in the Marshall County Auditor's Office. In the event that such weeds and grasses are not removed within the time specified in such notice, the Street Department shall remove the same at a cost of not less than $40 per man hour and a minimum of $200 per lot, with an additional administrative fee of $150 per violation. Any person found in violation of a portion of this section in consecutive calendar years shall be listed as a continuous enforcement property and be subject to administrative fees of $300 per violation in year two, and $450 in year three. These administrative fees will be in addition to the man hour charges listed above. Such charge for so cutting the weeds and grasses shall be a lien against the property of the owner and shall be placed on the tax records of the county. It shall be collected by the County Treasurer when other taxes are collected. After making the assessment, the Clerk-Treasurer shall send out a statement to the property owner of the amount due the said town, the reason for the mowing of the weeds, and if the property owner does not pay such assessment within 60 days from the date of mailing such notice, then the certification shall be made to the Treasurer of the County for collection provided in this chapter.
