(A) (1) Commercial and industrial subdivisions face unique problems of lot design not encountered in residential subdivisions.
(2) For this reason, the emphasis of the Plan Commission consideration shall be upon street layout and block arrangement.
(3) The procedural requirements shall be basically as outlined in this chapter, with the exception being the subdivider need show only two lots along with the street and block layout.
(B) As lots are sized to the specifications of the prospective purchaser, the owner shall submit an amendment to the previously approved recorded subdivision plat for Plan Commission consideration. Regular procedural requirements for a final subdivision plat shall then apply.
(C) Streets that have been built to the specifications of previously approved plans on the recorded plat shall not have to be rebuilt because of the adoption of new criteria by the town. This shall also apply to storm drainage facilities within the subdivision unless run-off characteristics have been changed by the newly proposed improvements or by unauthorized existing improvements.
(D) A nonresidential subdivision shall also be subject to all requirements set forth in Chapter 152. Site plan approval and nonresidential subdivision plat approval may proceed simultaneously at the discretion of the Plan Commission.
(E) In addition to the principles and standards in these regulations, which are appropriate to the planning of all subdivisions, the applicant shall demonstrate to the satisfaction of the Commission that the street, parcel and block pattern proposed is specifically adapted to the uses anticipated and takes into account other uses in the vicinity.
(F) (1) Proposed industrial parcels shall be suitable in area and dimensions to the types of industrial development anticipated.
(2) Street right-of-way and pavement shall be adequate to accommodate the type and volume of traffic anticipated to be generated thereupon.
(G) Special requirements may be imposed by the Plan Commission with respect to street, curb, gutter, sidewalk design and construction as well as installation of public utilities, including water, sewer and storm water drainage.
(H) Every effort shall be made to protect adjacent residential areas from potential nuisance from a proposed commercial or industrial subdivision, including the provision of extra depth in parcels backing up on existing or potential residential development and provisions for permanently landscaped buffer strips when necessary.
(I) Streets carrying nonresidential traffic, especially truck traffic, shall not be extended to the boundaries of adjacent existing or potential residential areas.
