The Street Superintendent, or his or her designee, shall have the authority and power to promulgate and enforce rules, regulations and specifications concerning the cutting, trimming, pruning, spraying, removing, or otherwise impacting street trees, shrubs or other plants upon the right-of-way on any street, alley or public place within the town, except for park areas.
