(A) There is hereby created a Town Tree Commission which shall consist of five members. All of the members of the Tree Commission shall be appointed by the Town Council, all of whom shall be residents of the town and have an interest in trees and arborist programs. All members shall serve without compensation.
(B) The term of the five persons to be appointed by the Town Council shall be three years, except that one of the persons appointed initially shall serve an initial term of one year, two persons shall serve an initial term of two years, and two shall serve an initial term of three years. At the time of making the appointments to the Tree Commission, the Council shall designate which person fills which initial position. From and after the initial terms, all additional terms shall be for three years. In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of the term.
(C) The Commission shall schedule its meetings, choose its own officers, make its own rules and regulations and keep a journal of the minutes of its proceedings, all in accordance with state law. A majority of the members shall constitute a quorum for the transaction of business.
