The provisions of this chapter provide full power and authority over all trees, shrubs and other plants located within street rights-of-way and other public places of the town, except for the park; and to trees, plants and shrubs located on private property or in any parks which constitute a hazard or threat to the public health and/or safety; provided, however, that except with respect to these hazards or threats, this chapter does not otherwise apply to any park areas within the town.
