(A) All government and town officials, employees and service providers having business within the park shall be allowed unrestricted access to the park during the restricted hours available to the general public, but this exception shall not include boaters, fishers, swimmers or other persons attempting to utilize the park for any other reason.
(B) Any member of the general public who requires emergency access within the park shall be allowed to go onto the park property only if escorted by an official of the town for limited emergency access as may be necessary.
