A special use permit shall be granted in the sole discretion of the Park Board upon good cause shown in order to facilitate any reasonable use of the park facility during restricted hours as may be approved by the Park Board, and the Park Board shall make ruling upon the issuance of the special use permits and may grant the same upon a showing of need to be within the park during those hours, and shall either approve or deny the permits in their sole discretion based upon criteria to be developed by the Park Board.
