§ 93.99  PENALTY.
   (A)   Violations of § 93.02(C), regulating accumulation of rubbish nuisances, shall be enforced by a minimum $100 fine.
   (B)   (1)   A first time infraction violation of § 93.02(F) shall constitute a one time only verbal or written warning citation issued by the Culver Police Department.
      (2)   After a first time infraction warning is issued, any person and/or property owner of record who violates the provisions of division (F)(1) of this division shall be guilty of an infraction, punishable by a fine of $100 per offense.
   (C)   Violations of § 93.02(H), regulating littering nuisances, shall be enforced by a minimum $100 fine.
   (D)   Violations of § 93.02(I), regulating noise nuisances, shall be enforced by a minimum $100 fine.
   (E)   (1)   Violations of § 93.02(K), regulating animal nuisances, shall be enforced by a minimum fine of $50.
      (2)   In addition to the costs or penalties provided for in this chapter, the Clerk-Treasurer shall add an assessment of $30 for the preparation and collection of the tax, which fund shall be used to pay the Recorder of the county a recording fee and a release fee as set by I.C. 36-2-7-10. The balance of the fund, if any, shall go into the General Fund of the town to be used and expended as the Town Council shall direct and appropriate.
