Effective with the election for members of the Town Council to be elected in November of 1999, the terms of the members shall be staggered pursuant to the provisions of I.C. 3-10-6-2.5 with the terms of the three highest vote getters during the municipal elections of 1999 to serve a term of four years beginning January 1, 2000, while the other two remaining elected members of the Town Council in the municipal election of 1999 shall serve a term of three years beginning January 1, 2000, and all terms upon the expiration of the terms shall be for four years each.
