(A) Effective as of January 1, 1997, the number of members of the Town Council shall be five.
(B) There shall be no specific districts for any of the Town Council seats, but rather all councilpersons shall serve as at-large members of the legislative body to be voted upon by all voters of the town.
(C) Any registered voter who resides within the corporate limits of the town is eligible to serve as a member of the Town Council.

(D) The President of the Town Council shall be elected by the members of the Town Council at the first meeting of each calendar year. The President shall take the chair at the hour designated to perform all the duties as set forth herein.
