(A) In addition to the rates and charges to be collected by the town's sewage utility for property served by the town's sewage works as established by §§ 51.105 through 51.115 and any ordinance amending or supplementing those sections, every person within the corporate limits of the town whose premises is served by the sewage works of the town, shall, except as hereinafter provided, be charged an additional sewage service fee for garbage and rubbish collection and disposal provided by the town in the sum of $9.50 per month per dwelling unit or commercial unit.
(B) In addition to the rates and charges to be collected by the town's sewage utility for property served by the town's sewage works as established by §§ 51.105 through 51.115 and any ordinance amending or supplementing those sections, every person outside the corporate limits of the town whose premises is served by the sewage works of the town, shall, except as hereinafter provided, be charged an additional sewage service fee for garbage and rubbish collection and disposal provided by the town in the sum of $15 per month per dwelling unit or commercial unit.
(C) Each person within the town whose premises are served by the sewage works of the town and who has contracted for and receives weekly garbage and rubbish collection and disposal services from sources other than the town and each person within the town whose premises is served by the sewage works of the town, whose premises is a vacant lot shall be exempt from the payment of the additional sewage works service charge for garbage and rubbish collection and disposal services.
(D) The rates and charges for the garbage and rubbish collection and disposal services as herein provided, shall be prepared, billed and collected in the same manner as the rates and charges for all other sewage utility services provided by the town are so prepared, billed and collected in accord with the applicable sewer rate ordinances.
