(A) It shall be unlawful to deposit any garbage refuse, rubbish or trash outside, upon the ground, or to store the same outside at any other place except in plastic bags. The plastic bags shall not be larger than a three-foot bag, as hereinafter provided.
(B) All garbage placed outside for the purpose of collection by the garbage collector of this city, or otherwise, shall be first drained, placed in a plastic bag, securely tied and then placed in a larger plastic bag with the tin cans.
