Pursuant to the provisions of IC 36-10-3, there is hereby established a special nonreverting operating fund for the following purposes:
(A) Providing for day to day operation of park and recreation areas of the town.
(B) For depositing gifts or grants of money for day to day operation of the park and recreation areas of the town.
(C) For depositing moneys procured from fees or received from the sale of surplus property under § 36-10-3-12.
