(A) The town hereby imposes a maximum $500 spending cap for any non-critical expenduture, without prior approval of the Town Council;
(B) Recognizing, however, that certain expenditures are essential for the day-to-day operation of town government, the Town Council hereby authorizes department heads to approve expenditures in excess of $ 500 so long as those expenditures are critical to the immediate operation of town government and/or providing services to the citizens of the town;
(C) The town hereby adopts $500 as its spending cap for purposes of the internal control procedures previously adopted and approved herein.
